Kathy Dunderdale's Give-Aways #nlpoli

There is something about Kathy Dunderdale’s speech to the Board of Trade that leaves you decidedly uncomfortable.

Part of it is the mention of her grandson  - yet again - at the front end end of the speech.  Kathy told a story about the advice the little fellow gave her in case someone one should break into her house.  This was apparently back in the spring.

Another part of it is the story about the loan guarantee.  “I’ve got to tell you, I never worked for anything so hard in my life as I worked for that loan guarantee,” Dunderdale told reporters in the scrum after her speech. That quote is from the Telegram account by James McLeod.

The Poster Child for Useless #nlpoli

One of the rationales the provincial government has used to justify Muskrat Falls is the idea that the island will have electricity shortages starting in 2015 and by 2020 there’ll be blackouts, brownouts or some sort of unspecified catastrophe.

If you missed it, here is one official version, from The Economy, 2011:

After years of planning and analysis, Nalcor’s subsidiary, Newfoundland and Labrador Hydro (Hydro), determined that developing Muskrat Falls is the least-cost solution to a looming electricity shortage in the province, which is expected in the next five to 10 years.

In 2015, Newfoundland and Labrador will reach a capacity deficit when, at peak times, capacity needs may not be met. By 2019, the province will experience an electricity deficit, where the province’s overall electricity demand is greater than what is available.

It’s the worst kind of fear-mongering but it is what they’ve been saying. 

The solution to that looming crisis is pretty simple, according to the provincial government.  Again, here’s what The Economy 2011 lays out:

Hydro assessed the options for new generation sources to avoid the capacity and electricity deficits. The Muskrat Falls project, coupled with a transmission link project to the island, was determined to be the least-cost option.

So with all that as prologue, consider this question posed by Dean MacDonald stand-in Dwight Ball in the House of Assembly on Tuesday:

… what is the government’s plan to those energy blackouts that residents will experience between 2015 and 2018?

You can guess what the answer was from natural resources minister Jerome Kennedy.

Mr. Speaker, the answer to the question is quite simple. What will prevent the brownouts and the blackouts between 2015 and 2020? Muskrat Falls.

If you are not either banging your head against the table or crapping your pants with laughter at this point, then you are just not paying attention.

This is funny stuff.  You could not possible script a more ridiculous line of questioning at this point in the public debate over the hydro-electric megaproject.

You could not make this stuff up.

Given the Premier’s penchant for telling us that Nalcor is filled with geniuses of other-worldly origins, one might more sensibly ask how it could be that the rocket scientists at Nalcor managed to let the island get into the state where we are on the verge of catastrophe.

After all, that is the logic of their argument.  In 2010, they noticed that the power needle was flirting with the edge of the red zone and the Big E. 

How in the frack could they have missed so obvious a thing?   After all, it is their job to keep an eye on that stuff.  They are supposed to make sure the people who pay their bills have a stable, reliable and low cost supply of electricity.

Now, as a politician, you’d ask the aggressive question because it shows pretty clearly that what Kathy Dunderdale says about Nalcor and  their actual demonstrated managerial competence are two different things.  After all, an opposition political party is supposed to ensure that the government accounts fully “for the management of the public affairs of this province…”.

By contrast, Dwight Ball asked questions  on Tuesday that would normally come from a Tory backbencher sucking around for a promotion to cabinet. For the leader of the Opposition, the questions  were amateurish and reeked of incompetence.

The other questions that Ball asked on Tuesday, like pretty well everything he’s done so far this session, have shown Ball to be the poster child for everything that is politically useless and ineffective. With only one exception, the rest of his caucus have been no better.

Small wonder that the Tories spend all their political energy attacking the province’s New Democrats. The Tories know that the Liberals are more a political threat to themselves than they are to anyone else.

Stupid politicians and their staffers #nlpoli #cdnpoli

National Defence has had its fair share of total boobs who wind up appointed as minister.

Perhaps worst of all was the numpty who mandated that all Canadian Forces kitchens should use real maple syrup.  Of course, the maple syrup he mandated came from the part of Quebec he represented, but that was the extent of his concern.

Rare have been the ministers whose combination of intelligence and ability led to sound decisions and the sort of grown-up behaviour that the men and women of the Canadian Forces deserve.

The latest contestant in the “Biggest Dickwad of a Minister” sweepstakes would have to be Pete MacKay.  As it turns out, a very senior officer in the air operations centre warned against using a search and rescue helicopter to winch the minister out of a vacation spot on the Gander River.

He’s a sample from The Star’s story on the military advice the minister’s political staff ignored:
“If we are tasked to do this we of course will comply,” Ploughman continued. “Given the potential for negative press though, I would likely recommend against it.”
Formal PortraitThe “Ploughman” in the quote is Bruce Ploughman, then a colonel and these days a brigadier general.  Ploughman – originally from Newfoundland – is chief of staff for the military command responsible for deploying Canadian soldiers, sailors and aircrew around the globe.

According to his official biography, Brigadier General Ploughman is a highly experienced maritime helicopter pilot with tons of experience on the management end of the military. He’s also commanded the Canadian air wing in Afghanistan.

Smart guy.

Someone you might listen to.

Listen to, that is, if you weren’t the defence minister or the staffers who insisted on using a helicopter for the minister’s personal business.
From the looks of the Star story, it seems that the experience air force staff officers tried a number options to see if a bit of delay or apparent difficult would lead the pols from finding another way to get Pete out of the woods.

If that’s the case, then the officers were much smarter than their political masters.  The idiots insisted and – as a result – the whole mess has proven to be embarrassing for MacKay and the federal Conservatives.

Changing the game

Politics, Don Jamieson once said, is no place for fools.

But you don’t have to be a fool to expect that people act with basic human decency.

Definitely not acting with such decency are the number of people over the course of Monday who spent very little time discussing Yvonne Jones and her health problems and a great deal of time picking through her political entrails to find a successor.

From the Tory low-lifes on radio call-in shows with their unfounded hints of backroom skulduggery to the local blogger who started and ended the day listing off as many people as he could as potential replacements, each represents the very worst of what local politics has become in the last seven years.

Sadly the days ahead will likely bring more of the same as partisan operatives from all three parties seek to make the greatest political gain from someone else’s misfortune. Only the most brazen will do it openly. Most of them will whisper or make anonymous comments online.

If you think all three parties don’t have these sorts of bottom feeders, consider that there is at least one scumbag who fed David Cochrane  the name of one potential replacement such that it would get a mention on the main Here and Now broadcast.

The name had to come from someone or several people close enough to the party’s inner workings  - and the named supposed candidate himself - that Cochrane could report it with such confidence.

There is a particular place in hell for people so devoid of scruples or having such poor judgment.

Late on Monday evening, word is Yvonne Jones will hold a news conference and tell the rest of us what is happening.  After that the party’s executive board will meet to figure out where the party goes from here.

No matter what the executive board decides , let us hope that the next leader can change the tone of politics away from the miserable place it has been for the past seven years.

We do not need more of the sort of callousness some have displayed already.

The Liberals were in trouble come October anyways....now they are REALLY in trouble. I suspect the Liberals will be wiped off the political map on Oct 11th. NDP will pick up a few seats and become the official opposition....but in the end it will be life as normal...a solid responsible PC govt...something that we have all gotten to know over the past 8 years....

With all that being said, I wish Ms. Jones a healthy retirement...she's earned it.

It had 16 thumbs up votes by other readers by 12:15 AM. It was posted by someone who called himself or herself “holeinthebucket”.

The Politics of Perpetual Panic

Danny Williams’ legacy in Newfoundland and Labrador will be one thing:  the politics of panic. The old drama queen was always in a panic over something or other that was the gravest threat to something or other since the time of the last great upset to end all tirades.

Just like their role-model who seemed to spend almost every second of his seven years in office pissed-off, ticked-off or just plain old angry, the gaggle of politicians who came to office around him can’t function without something bunching their undies in the cracks of their arses.

His chosen successor, Kathy Dunderdale, is due the title of Chief Knicker Knotter.  Evidently running the Telly 10 caused the spandex to ride up Premier Kathy Dunderdale.  She could not wait to catch her breath after the race to let the world know that privatizing search and rescue service is just “not on.”

As the Telegram reported, Dunderdale told reporters that:

“As soon as I heard the speculation Ottawa might be considering that, we contacted the Prime Minister’s Office immediately and said again to them the health and safety is the number one priority in this province. It’s an issue to which we’re highly sensitive, we’re still very, very upset over the Marine Sub-Centre, and we’re not letting that go. So please do not exacerbate this any further.  And, before you have any consideration at all about changing the way you do this business, you come to Newfoundland and Labrador and you talk to the government of Newfoundland and Labrador and you talk to the people involved in this industry before you take any moves whatsoever.”

Leaping is not confined to one particular political stripe.

Liberal member of parliament Scott Simms spent a bunch of time late last week telling any reporter who would listen that any move to privatize search and rescue would mean the death of gander and the squadron there.

Not to be outdone, Bloc NDP defence critic Jack Harris said that search and rescue is a core defence function.  He would defend the virtue of the sainted men and women of the Canadian Forces.  Too bad that Harris spent time after the Cougar 491 tragedy trying to pin responsibility for the deaths on 103 Squadron in Gander.  “Off-station” they were, according to Harris even though that – even at the time – completely false. 

And when most people caught onto his initial bullshite, Harris shifted to another bunch of foolishness about response times.

By now, savvy readers picked up the key word in Dunderdale’s warning. 

Go back and read it again if you need to.

Right there at the beginning.

“Speculation.”

Yes.

Speculation.

You see, this all started from a story about the federal government’s ongoing struggle to find a replacement for the 40 year old Buffalo aircraft that fly in western Canada long after they should have been retired. In that context, National Defence wants to discuss all options, including contracting out instead of purchasing and operating the aircraft themselves:

The Conservative plan to purchase new fixed-wing search-and-rescue planes has been stalled for years. The government is now trying to kick-start the program, which is estimated to cost $3 billion.

On Wednesday, the government informed companies that it would hold consultations on the project.

The session will include discussion on potential procurement approaches for a fixed-wing search-and-rescue project, including Alternate Service Delivery options, the government noted in its message to companies.

All we have is speculation.

Supposition.

Imagination.

There’s nothing concrete.

And yes politicians from Kathy Dunderdale to Jack Harris are attacking the speculation with everything they’ve got.

Only morons react to speculation.  That used to be one of the first things they taught you in politician school. 

After all, if people like Jack Harris knew anything about search and rescue themselves (Hint:  he knows jack], they would at least consider the possibility that contracting out for fixed wing search and rescue support could actually improve search and rescue service in the country.

Maybe contracted fixed-wing SAR flights coupled with military SAR helicopters would give better coverage at the same overall cost. Maybe, contracting out a bit of the work would let the federal government expand the number of fixed wing SAR aircraft such that the east coast would get dedicated SAR aircraft.  Right now, Hercules based on Greenwood do SAR in addition to doing transport duties.  That’s far from ideal.

Incidentally, your humble e-scribbler discussed some ideas for improving SAR in 2009 when the ghouls and panic puppies were working themselves into a lather about this on another occasion.

But notice that in that sentence about considering, your humble e-scribbler used the “could”.  Conditional language.  That’s because without knowing for sure what the cost and other implications might be,  there’s no way of knowing whether contracting out search and rescue would be good or bad.

And maybe, as the Ottawa Citizen story notes, the air force folks will raise enough of a stink themselves that this idea will die quietly. The again , they might go along with it.

After all a whole bunch of people got their knickers in a bunch almost 30 years ago when the Canadian Forces retired the old Tracker aircraft.  The federal fisheries department contracted out the surveillance flights and got better coverage with a new aircraft.  Meanwhile, the Canadian Forces continued to patrol offshore.  The two work quite well together with the military concentrating on Canada’s military security needs while fisheries looks after the civilian things.

SAR is a lot like that, actually.  It’s a civilian thing that should be handled, at the very least,  by the coast guard not the military. Farming it out to the private sector might not be a bad idea, if it improves the service  - shorter launch  times there Jack Harris? - without increasing costs.

Might even be better if the service came from a company based in Newfoundland and Labrador.  Maybe Jack Harris should check with the folks at Provincial Aerospace.  After all, they operate from his own riding.

Of course, folks like defence critic Jack Harris should know that.

He and his ilk don’t care about those sorts of issues because, like other politicians of the Danny Williams era, it is more important to be in a perpetual panic than to know what is actually going on.

Makes it official, then

Noob Bloc NDP member of parliament Ryan Cleary is apparently getting some criticism.

Here’s the way Voice of the Cabinet Minister reported Cleary’s comments on one of the radio station’s call-in shows:

New Democrat MP Ryan Cleary is defending his use of the term "serial rapist" in describing foreign fishing fleets in a recent blog post. Cleary's blog Fishermen's Road often condemns the mistakes made in the offshore fishery. Earlier this week, Cleary accused European nations of "having fished out/raped" the Grand Banks of Newfoundland.


The post has raised a few eyebrows, particularly among women's groups, who feel the language diminishes the impact of sexual assault. Today, Cleary defended his use of the term "serial rapist" by referring to an article he wrote in 2006 that used the same term. That article, he said, was nominated for an Atlantic Journalism Award.

Now that’s sort of right but it does need a little clarification.

Cleary’s post actually made a bunch of incorrect statements about a trade deal but used the fishery as the centrepiece of his rant.  As for the rapist comment, what  Cleary actually said was:

Canada is doing a back-room deal with a group of serial rapists.

In a subsequent post, Cleary defended his use of the term saying he did the same thing in 2006 in a column at the old Spindependent that wound up getting nominated for an award. That wasn’t a justification for the factual errors just the use of the word rapist in the relation to European nations and the fishery on the Grand Banks.

Cleary defence consist of two basic points:

  • Making the same idiotic remark before makes it okay to do it again.
  • And repeating the same idiotic comment really super okay if the piece in which the idiotic remark appeared the first time wound up in some sort of award competition.

Sounds a bit like the exchange in the movie the King’s Speech, reproduced below via IMDb:

Lionel Logue: [as George "Berty" is lighting up a cigarette] Please don't do that.
King George VI: I'm sorry?
Lionel Logue: I believe sucking smoke into your lungs will kill you.
King George VI: My physicians say it relaxes the throat.
Lionel Logue: They're idiots.

There you have it.

Of course, the comments in the post are still idiotic, but that’s another story.

The federal government is out to kill you

If you want an example of the sorts of irresponsible, partisan rhetoric that usually gets wound up in some types of issues in this province check out a post at a local blog.

It’s titled in an appropriately hysterical way, given the subsequent comments:

“They will not be happy until we are as extinct as Northern Cod.”

Yes folks, the local Quisling hunter is back with his claim that the federal government is on a campaign of genocide against the people of Newfoundland and Labrador.

Normally your humble e-scribbler would ignore this sort of garbage but it is such a fine example of the sort of political myths that Tim Powers complained about recently that it’s worth singling out.  And what’s more, both Tim and the Quisling Hunter share a common political hero who, not surprisingly, also loved political fairy tales.

These days in Newfoundland and Labrador, it’s par for the course:  no facts to make the case?  Make ‘em up, instead.

According to the post,

The decision to close regional sub-bases and consolidate has been in the works for nearly twenty years, just as the federal government has been automating and decommissioning light houses for the past thirty years.

He then cites a 1996 crash at Stephenville airport as evidence:

In it's findings, the Transportation Safety Board found that the St. John's FSS operator did not have the actual Stephenville wind direction and speed. The wind velocity he passed to the crew was from the latest Stephenville observation and was 040° at 17 knots, within the tailwind landing limitations of the aircraft. The actual Stephenville wind of 040° magnetic at 20 knots with gusts to 22 knots exceeded the aircraft's maximum allowable tailwind component for landing.

Had there been local air radio and weather staff, those pilots would have had accurate up to date information.

They might very well be alive today.

My point is that abandoning regional facilities like St. John's can, and in fact, has cost lives in the past.

And then the finish:

Emotional, partisan rhetoric is not going to force Ottawa mandarins to change their minds.  The reality of the dangerous conditions that our men and women toil in to retrieve fish, deliver and pump oil, and transport goods is as foreign to the bureaucrats on Wellington Street as our dialects and unique phrases.

This closure is just the latest evidence of a  continued lack of understanding and sensitivity in official Ottawa towards the economic, social, and safety needs of this province.

They will not be happy until each and every one of us are as extinct as the Northern Cod.

Big problem? 

Well aside from the oxymoronic appeal to emotional, partisan rhetoric right after acknowledging that it won’t work on bureaucrats, that is.

The big problem is that Transportation Safety Board report on that crash investigation didn’t finger local air, weather and radio staff.  Nor did it give any basis for getting to that conclusion.

You can find the report on line at the Transportation Safety Board website.  It is easy to read;  TSB reports are in plain English.

Notice that there is no link to the report in the post.  That should be your first clue that something is amiss. take a look at the description of the tailwind information, though and that’s where things go off.  The TSB found that the tailwind given by the St. John’s air controller worked out to 10 knots.  That’s the actual recommended limit for that aircraft type.  The observed conditions on the ground at the time – according to the TSB  - worked out to 12 knots. 

That’s still 20% beyond the maximum tailwind for the type but at no point does the TSB connect the difference in weather conditions – reported versus actual – as being a factor in the crash. The claim the pilots might have been alive had someone been in the tower is pure fiction.

You’d see that by reading the whole report.  Investigators found the aircraft in the middle of the airfield, upside down and with its landing gear retracted.  It appears the aircraft struck the runway while the pilot tried to abort the landing and go around for another try.  The TSB notes there was no explanation why the pilot tried to land with a tailwind at the aircraft’s limits while he could have approached with a modest headwind.

What you have here is someone taking a case and bending it to fit the desired outcome.  Aside from the date, the aircraft type and the fact it crashed, pretty well everything else the post author claims about the mishap is just wrong.  The conclusions are equally out-to-lunch.

The post fits, though, with all the wild claims made about the shifting of the jobs from this particular centre to Halifax where the Joint Rescue Co-ordination Centre has been running for years.  It also sits alongside the host of other mistaken beliefs, whether it is about incomprehensible dialects, bizarre place names,  the supposed closure of coast guard operations in the province full stop or that federal bureaucrats are out to commit genocide in Newfoundland and Labrador.

That’s the thing about political myths:  rationality has nothing to do with it.  In fact, rationality is the enemy of a political argument built on fables, fantasy and fairy tales.

But that’s what you get in Newfoundland and Labrador these days.

That and the myth mongers wondering why no one outside the province takes them seriously when they make all these improbably claims.

Smart politics versus not-smart politics

In his battle against Reform-based Conservative Party leader Stephen Harper over Equalization, Reform-based Conservative Party leader Danny Williams didn’t have any political friends left.

Not surprisingly, Williams failed.

Ditto, the family Feud, known to some as the ABC campaign.

Senior political reporter and columnist Chantal Hebert made the point rather bluntly in her column in the Wednesday Toronto Star:

At the federal-provincial table, Williams is ultimately a loner.

You can see that very point as far back as October 2004. Remember the famous storm-out?  Well, let’s just say it had less to do with negotiations and more to do with a potential dressing down from other Premiers who had finally cottoned on to the federal transfer deal Williams was trying to finagle.

By contrast, though, Saskatchewan Premier Brad Wall just got Stephan Harper’s Conservatives to turn down a hostile take-over bid by BHP of Potash Corporation.

Dear Ralph: resign

Ralph Wiseman was screwed either way.

On election night, the veteran politician lost his seat as mayor of Paradise to a 19 year old up-start.  he lost by a mere three votes.

So Ralph asked for a recount.

If the recount affirmed his loss, he was out of a job.

If the recount put him on top, then Ralph could only stay in office dogged by the knowledge he had pissed off enough of his residents that they would rather see a kid run the place before him.

He’d be the lamest of lame ducks for four years.

But now Ralph Wiseman has found a way to screw himself in a whole new and even more politically painful way.

After today’s recount, Wiseman and challenger Kurtis Coombs were tied.

So someone drew a name - no shit; that’s what they did  - and Wiseman is back.

Holy Dead Duck, Wise-man.

Ralph is foolish to be grinning and claiming he won fair and square.

Maybe he did, but there’s no mistaking the fact that right now Wiseman does not have the comfortable support of a majority of the people of  the town called Paradise. His election lacks legitimacy.

Wiseman got the job because someone pulled his name out of a hat.  What’s next, election at the local amusement arcade?  Break the balloon with this blunt dart and you could win a cheap stuffed toy or be mayor of the fastest growing town in Newfoundland and Labrador.

The only thing for Wiseman to do if he wants to govern is  resign.  Resign and cause a by-election to take place for the mayor’s seat.  Call it a run off.  Maybe someone else will come forward.  Maybe no one will.

But at least at the end of the contest Wiseman can say the choice was unmistakeable and democratic.  In a healthy  democracy, only the voters get to make the choice. 

As it stands right now, Wiseman stands to have nothing but political trouble for the next four years.  At the very least he’ll be a laughing stock across town and across the province.

And frankly, having  accepted this ridiculous way of settling the tie, Wiseman deserves every ounce of grief, every snicker he gets.
